A watershed management plan describes how a drainage basin actually works — land use, hydrology, pollutant sources, flooding — and what the sponsors will do about it. It is not a substitute for a site-level SWPPP or a 404 permit.
Typical contents: watershed characterization, water-quality and flow data, problem identification, prioritized projects (storage, conveyance, source control, restoration), funding, and a monitoring loop. EPA and many states have their own planning outlines when 319 or similar money is involved.
Cypress Environment & Infrastructure can support the field and engineering pieces of a watershed plan — hydrology, stormwater, wetlands, and coastal outfalls — from Biloxi, Mobile, and Pensacola.
