On a Gulf Coast FIRM, the letters next to the lot are not decoration. V and VE mean coastal high-hazard: waves and velocity, not just stillwater. LiMWA (Limit of Moderate Wave Action) is the inland line FEMA draws where breaking waves are still in the 1.5- to 3-foot range inside what looks like a plain AE zone. Read those labels before you argue about slab-on-grade.

What V and VE actually mean
Zone V and Zone VE are coastal high-hazard areas. FEMA put them where the 1-percent-annual-chance flood includes wave action and high-velocity flow — surge that is still moving when it hits the structure, not a quiet pond.
VE has a published base flood elevation. Unnumbered V does not. Either way, the construction problem is different from AE: foundations have to take wave loads and scour, and the freeboard conversation is not the same as a riverine AE pad.
On coastal Mississippi, Alabama, Florida and Louisiana map panels you see VE along the open Gulf, sound frontage, and some bayou mouths where the study put wave setup and runup into the BFE. Inland of that line you often drop into AE — sometimes with a LiMWA still drawn across the AE.
Do not design a VE house like an AE slab. The zone letter is telling you the load case changed.
Velocity and wave risk, without the brochure
“Velocity zone” is shorthand. What matters on the ground is:
- Wave height and period in the stillwater flood. Breaking waves load walls and piles differently than standing water.
- Scour and erosion at the foundation. What looked like firm fill on a calm day can leave during the surge.
- Debris and surge direction. A canal mouth and an open beach are not the same fetch.
The BFE on a VE panel already folds in wave effects for the study that produced it. That does not mean every lot at the same BFE has the same exposure. A lot behind a dune remnant and a lot on the seaward row can share a panel label and fail differently.
X-zone pavement still floods on this coast when the outfall is blocked or the tide is high. Velocity zones are where the NFIP and the building code treat the wave problem as the design driver — not where flooding magically starts.
LiMWA: the line inside coastal AE
LiMWA is the Limit of Moderate Wave Action. FEMA maps it where the 1-percent-annual-chance flood still has waves between about 1.5 and 3 feet, even though the zone letter is AE rather than V.
Seaward of the LiMWA (toward the water), wave action is in that moderate band. Landward of it, the study treats waves as smaller. The zone may still be AE on both sides. The foundation and enclosure rules your community adopted may treat the seaward side more like a coastal high-hazard problem.
On many Gulf FIRMs the LiMWA sits as a line or hatch inside coastal AE. It is easy to miss if you only read the big zone letter. It is also easy to over-read: LiMWA is a study product, not a surveyed wave gage on your lot. Local amendments and the building official still control what you build.
If the panel has no LiMWA, that does not mean there is no wave. It means that study did not draw the line. Coastal AE without LiMWA can still be a bad place for a slab that was designed for a riverine AE checklist.
Foundation implications at high level
This is not a foundation design manual. At the map-reading level:
- VE / V. Expect open foundations, breakaway or flood-resistant enclosures below BFE, attention to piles or columns, and scour. A closed foundation that traps the surge is the usual failure mode people regret.
- Coastal AE seaward of LiMWA. Many communities apply coastal A-zone or near-V practice — elevated lowest floor, limited enclosures, materials that survive wetting. Check the ordinance, not a national blog.
- Coastal AE landward of LiMWA, or AE with no LiMWA. Still SFHA. Elevation, flood openings, and materials still matter. The wave load case is usually milder than VE, not “build like dry land.”
Freeboard, enclosure limits, and coastal construction codes are local. The FIRM tells you which hazard bucket you are in. The building department tells you the detail.
What this page is not
- Not a LOMA / LOMR / CLOMR path. Map changes answer different questions.
- Not a no-rise certification. No-rise is a floodway surcharge problem, usually riverine or studied AE floodway — not a VE foundation letter.
- Not an elevation certificate. An EC records elevations against BFE; it does not redefine the zone.
- Not a surge model for your lot. If you need site-specific wave or surge analysis, that is a separate study.
How we use the panel
We read the zone, the BFE, whether a floodway or LiMWA is drawn, the effective date, and the ground. Then we say whether the question is elevation and coastal construction, a map change, or something else.
